PHP websites usually sit on Open Source platforms that require skills that are usually scarce and quite expensive as such. Linux distributions are usually hailed as secure and stable but they are not proper enterprise server platforms, SUSE was very close to being that, but eventually Novell just gave up on it (as most of you know).
