Pluggable ASP.NET CacheManager(john-sheehan.com)

A CacheManager class that you can easily write your own providers (memcached, Velocity, etc.) for. Includes providers for request-length caching and ASP.NET's built-in Cache object.

XLU, I think your statement has a bit too much hyperbole to be useful, just because this solution isn't a full out framework to handle dynamic runtime allocation doesn't lesson the simplicity and elegance of it. I put some of my thoughts on this over on my blog on www.Marisic.Net.
