Prevent Js and Css Browser Caching Issues with ASP.NET(michaelhamrah.com)

Some code to make including css and js in your pages a snap, along with a trick to add a query string to the include file so new versions invalidate browser caches. Browsers storing local caches always cause bugs when new versions of code are deployed, because the html and js/css may not match up anymore.
