Yochay Kiriaty, Technical Evangelist at Microsoft, in this MSDN article provides a great overview of multitouch capabilities of Windows 7 from the perspective of both user interface and programming models. Though containing some C++ code snippets, is is a great article to read if you want to understand, without spending much time, what the Windows 7 multitouch platform is and how it works.
