I haven't taken a look at all the resources myself, but there's a lot there and it includes a book to go along with the course.

Are there any copyrights / IP violation issue while using the course commercially?

Depends on what country you are in, but in the US if you didn't charge money for it you'd likely be in the clear as it's being distributed freely anyway. Disclaimer: I am not a lawyer ;-)

I would agree that it is probably available free for educational purposes. You could probably contact the author to make sure. The file size is rather large but that is probably because of the video files.
