nAnt: Adding a Visual Studio ItemTemplate for project build files(caublestoneink.com)

Based on the build file from our project build file article. This is a ItemTemplate to allow you to quickly add project level build files to your current project. They still need to be filled in of course but this takes care of some of the tasks for you at least.
