Short version: he's not saying anything that hasn't already been said 1,000,000 times (and more eloquently) already: "wake me up when System.Xml, System.Data, and databinding are done".
The long version: Dino's various web writings and books have pulled my irons out of the fire more times than I can count, but this post is pretty much useless. If you know anything at all about Silverlight 1.0 and 1.1 and Moonlight, you easily know more than he seems to in this blog entry--and if you know nothing, this is the wrong place to start. His sins:
1. in his answer to "who should really care", he makes it sound like *nobody* should use it right now
1.0 works great and does most of what flash 9 can do + WPF + better video and audio codecs
2. he implies MS is throwing out all existing work when they release 1.1
1.1 is 100% backward compatible with 1.0, so anyone starting today can rest assured their sites will load on client PCs that only have 1.1 or later installed--1.1 just gives a really great .Net-based upgrade path from flash-like plugins to LOB apps like Dino is pining after
3. his phrasing implies that the Mono team has something to do with the Mac port
Moonlight (the mono silverlight clone) specifically targets linux and BSD right now, but should eventually be able to run anywhere Mono can run; however, Microsoft is specifically writing and supporting the only Mac version of the plugin right now

He isn't suggesting his customers use it to write LOBs? No kidding?? Who in their right mind would suggest a simple plugin meant to render pretty graphics and play videos over WinForms or ASP.NET? Because that's pretty much all that silverlight 1.0 is good for, considering the only scripting support is client-side javascript. Also, if he *did* recommend this, he'd have to do exactly the same thing for Flash, and he knows which side his bread is buttered on ;) Exact the same situation exists for Flash; Tafiti, et al. are doing interesting things with silverlight 1.0, but it's all just client-side parlor tricks when compared with typical business app requirements.
