How Can We Improve the Chicago-land MSFT/.NET Developer Community?

This article is biased towards the Chicago-land area, but could probably apply to any city with a sufficiently large, underground .NET developer population. (obscure?) Basically, with Microsoft's clout and the developer's passion, how can we make Chicago a developer community hub that attracts conventions and conferences?
