How to detect .NET 2.0 vs. .NET 4.0 assemblies, and x86, x64, AnyCPU

A short article with example code showing how to parse any exe or dll and tell if it's a .NET assembly, and if so what are the details (target framework, etc.). The example code is written in C# and is licensed under the BSD license. Comments are welcome.
