Long Time No See - WriteableBitmapEx 0.9.7.0

Version 0.9.7.0 of the WriteableBitmapEx contains many fixes, but also adds some features (see below) and finally provides an official Windows Phone binary build. There's now also an unmaintained WPF branch of the WriteableBitmapEx library in the source code repository.
