People need a database who expect to do some serious traffic. Tho, if I was writing a smalltime website I'd still use a database--Sql Express or Compact. Makes migration easier, if it should ever come to that. One of my fav blogs, that does millions of hits, was based on a flat-file database. He recently had to refactor the whole thing into a database-backed site. A few hiccoughs, but he's back up and running....

Justifying development of a database-free application for a project that "doesn't need a database " is a convoluted article.
