Creating a Universal Tagging Standard

Tagging is all the rage, and it's taken for granted as a part of any "Web 2.0" network. Tagging can be the bridge to a semantic web - but it needs to be used, standardized, and implemented correctly. What makes a tag? What does it do? What should look like? How should it work? And most importantly, can tags actually be universally defined?
