I think what has really happened is that Microsoft has finally found the value in open source technology, leveraging the community rather than hiring more developers. I'm sure the internal push to support open source software has always been there, especially in the smaller and/or niche teams, but they've now found the dollar signs required to give them leverage ;-)
I'm not complaining at all, I'm glad they've started giving back to the community and supporting their developers.
